Safety management in the heart of Rome

In the construction sites of Line C, the protection of Health and Safety at work is an indispensable priority, a widespread culture, and an investment for the benefit of the entire supply chain.

To ensure maximum safety at work for all workers, employees, and third parties, of the Line C construction sites, a series of measures and safeguards have been implemented.

The nature of safety

With the aim of continuously improving health and safety standards at work, Metro C, driven by its members, has been committed since its establishment to spread a new cultural approach for the benefit of all workers and all companies involved in the project to build the third line of the Rome subway.

Among the functions assigned to the General Contractor in the tender for the project, the Contracting Station also included that of the Work Manager, who coordinates safety management on construction sites during the execution of the works. The Work Manager has in turn appointed the Coordinator for safety in the design phase and in the execution phase of the works.

Metro C has equipped itself with an Integrated Management System for Quality – Environment – Safety, respectively according to the standards ISO 9001:2015, ISO 14001:2015, and UNI ISO 45001:2018.

The Integrated Management System was certified by DNV-GL – Det Norske Veritas, one of the major certification bodies operating at the European level and is subject to annual audits by DNV-GL for the confirmation of the certification.

The Integrated Management System, as regards to the organisation of Safety, is subject to a further procedure of verification and attestation of compliance requirements, with attestation of effective implementation, by the Parity Organization of Rome and Province CEFME/CTP in collaboration with the Trade Unions. In spreading this new cultural approach, training of its staff and that of its contractors has had and has a fundamental role.

Training

Metro C prepares an annual Training Plan, using internal and external resources (Fondimpresa) for the different sectors. It organises activities with the aim of increasing and consolidating the skills of staff, improving their level of awareness in order to ensure the achievement of company objectives. The Plan, which aims to monitor the progress of training in the reference year, illustrates the activities planned for this purpose, includes company objectives, indicates training choices, and the number of recipients to be trained.

Through collaboration with the Territorial Parity Body of the CEFME/CTP of Rome and thanks to the support of specialised companies, over 10,000 hours of training have been provided to date. Thematic training and comparison workshops have also been promoted with all Metro C managers and employers of contracting and subcontracting companies with the aim of raising awareness and guiding operational staff towards ethical actions and behaviour.

Safety in operation

Starting from 2006, Metro C has promoted a series of initiatives with the aim of placing the safety and protection of workers at the centre of attention.

Among these is the purchase and installation of 6 defibrillators with a consequent training campaign for 25 employees, making Metro C a cardio-protected company. These devices, in addition to being available to construction site personnel, being registered with the Health Authority, are available to all citizens.

Among the initiatives, it is worth mentioning the collaboration with the Social Security Institutions. With INAIL, a sampling program of free crystalline silica took place within the construction sites in order to update the national database.

Another important example of collaboration is the creation of a Coordination of all the Competent Doctors of the companies engaged in the construction works of Line C of Rome, useful to offer a unique framework of prevention and health surveillance to all the personnel involved.

An effective tool for improving safety on construction sites was also the creation of a health protocol with the 118, which provides a coded call system to uniquely and immediately identify the entrances of Metro C construction sites in case of emergency.

Management of construction sites during the Covid 19 health emergency

The organisation of the Company was severely tested by the sudden and unexpected spread of Covid-19.

The Company promptly implemented a series of procedures aimed at adopting anti-contagion measures in accordance with the indications contained in the various Decrees progressively published by the Presidency of the Council and in the “Shared Protocol for regulating measures to combat and contain the spread of the Covid-19 virus in construction sites” of March 14, 2020, signed by the social parties and shared by the Ministry of Infrastructure and Transport on March 19, 2020, and updated on April 24, 2020. Together with the union representatives, the Workers’ Safety Representatives (RLS) and the company’s union representatives (RSA) as well as the references of the contracting companies, Metro C set up a Supervisory and control committee in the construction sites with the aim of monitoring the correct implementation of the measures adopted.

Thanks to this approach, the continuous implementation of countermeasures, and a meticulous health monitoring, Metro C was one of the very few Italian industrial realities not to interrupt the operation of its Metro construction sites throughout the phase of the COVID-19 epidemiological emergency.

Particular attention was paid to the management of personnel and construction site vehicles. It is worth mentioning with reference to this aspect the activation of a screening system for the Company’s personnel and that of the contracting companies through an agreement with “Gemelli at Home”, a private home assistance service, in partnership with the Fondazione Policlinico Universitario Agostino Gemelli IRCCS. As part of this collaboration, over 12,000 swabs, rapid and molecular, were administered.
